Instructions
1. Heat olive oil in a large pot or Dutch oven over medium heat. 2. Add onion, garlic, red bell pepper, and tomato paste; sauté 2–3 minutes until fragrant. 3. Add ground beef and chopped stew meat; cook until browned. 4. Stir in chili powder, cumin, smoked paprika, and onion powder. 5. Add green chiles, diced tomatoes, beef broth, cocoa powder, and bay leaves. 6. Bring to a gentle simmer, cover, and cook on medium-low for 1 hour, stirring every 20–30 minutes. 7. Add more broth or water if needed to adjust consistency. 8. Season with salt to taste and serve with desired toppings.
